The City of Williston’s Development Services Department is inviting residents to share their input on a proposed ordinance that would allow Accessory Dwelling Units, or ADUs, within city limits.

Accessory Dwelling Units are smaller, secondary living spaces that are independent of the primary home but located on the same property. City officials say the proposal aims to expand affordable housing options while maintaining the character of existing neighborhoods.

"The intent here at the City is hopefully to allow accessory dwelling units in certain residential zoning districts, given they meet the specific design criteria," explained Lisa Weidner, City of Williston principal planner. "Staff and commission members have worked tirelessly and have done extensive research into ADUs in other cities and how they're being applied in those jurisdictions, and they really felt that there was a lot of benefit to add to our community here." 

Ordinance 1167 outlines several restrictions on ADUs, including a limit of one story and a maximum size of 800 square feet. The ordinance also sets parking requirements designed to prevent congestion. Each ADU would require a Special Permitted Use application, triggering a public hearing and review by the Planning and Zoning Commission.

“We believe that staff has really refined Ordinance 1167 to help with any of those concerns that could potentially come up as an issue later on,” Weidner said. “We feel that the ordinance we've crafted is what is best suited for the city, but we believe in transparency and we want to get the public's feedback and concerns before we take it to the Planning and Zoning Commission.”

Residents can submit comments to planning@ci.williston.nd.us or in person at Development Services, 113 4th Street East, through Nov. 21. The Planning and Zoning Commission will review the proposal Dec. 1, with a public hearing scheduled for Dec. 15.
