A Williston man is facing multiple felony charges after allegedly using stolen credit cards to make unauthorized transactions in late September and October 2025.

An affidavit from the Williston Police Department shows that Wei Leung (Simon) Chan, 36, the owner of Williston's Asian fusion bistro Bail, has been charged with four counts of Class C felony theft after investigators say he unlawfully used the credit cards of two individuals in the Williston area.

The crimes are alleged to have occurred between September 23 and October 21, 2025.

According to the charges filed in Williams County District Court, Chan is accused of taking control of the victims' credit cards with the intent to deprive them of their property. The stolen credit cards, which are used to obtain goods, services, or access funds, were reportedly used for unauthorized electronic transactions during the specified time frame.

The charges are all identical Class C felony charges for theft. The Class C charges, which indicate items taken totaling between $1,000 and $10,000 for each, can result in up to 5 years in prison and/or a $10,000 fine for each count.

In the affidavit, Chan is accused of using the cards to make unauthorized transfers or to exercise control over the credit devices belonging to the victims.

Through their investigation, law enforcement identified several instances of unauthorized transactions during the investigation.

Detectives say they are continuing to review evidence related to the case, including the timeline of transactions and how the stolen cards were used.

Items that were allegedly illegally purchased include big-screen TVs, a desktop computer, a toaster oven, and Amazon purchases.
